De[o] Soli / [Invi]cto / M[ith]r[a]e M[ar]/cus Liciniu[s] / Ripanus praef[ectus] v[otum] s[olvit].
To the Invincible Sun-god Mithras, Marcus Licinius Ripanus, prefect, willingly and deservedly fulfilled his vow.
